Greater in disguise, Israel’s Attack on Qatar’s Mediation a Paradigm shift of Israel, US Dual Policy Game towards West Asia And The Arab and Islamic Summit’s foaming Condemnation and hollow Resolutions

By: Dr. Mohammad Ajmal

In the capital of Qatar, Doha, where senior Hamas leaders were gathering to discuss the US ceasefire proposals on September 9, 2025, Israel’s deadly missile attack is a clear evidence of the fact that the Zionist rulers do not want peace. They are trying to expand the scope of the war to fulfill the project of “Greater Israel”, which they have announced since the first day of the formation of their illegitimate state in these words: “O Israel, your borders are from the Nile to the Euphrates”. This map of Greater Israel on the Israeli parliament building has been fully reflecting the true intentions of the Zionist rulers for eight decades. Israeli Prime Minister Netanyahu had said in a TV interview a month ago on August 12th, 2025 without any hesitation that “I am on a historical and spiritual mission for Greater Israel”.

What does the idea of Greater Israel imply? The map of Greater Israel published on Israel’s official social media account on January 6, 2025 shows Palestine, Syria and Lebanon as part of Israel, in addition to the complete inclusion of it, some parts of Jordan are also shown as part of Israel. This is the plan that Jews have been dreaming of for thousands of years. However, according to the historical facts and the Bible itself, the Jews forcibly occupied the land of Palestine by a massacre in 1300 BC, but in the eighth century BC, the Assyrian ruler, Enlil- Nirari occupied northern Palestine, while in the sixth century BC, the king of Babylon, Kurigalzu occupied southern Palestine, evacuating the entire region of Jews. During the Persian Empire, the Israelis once again had the opportunity to settle in Palestine, but after the second revolt against the Roman Empire in 135 AD, the Romans expelled the Jews from entire Palestine, while the Arabs have been living in northern Palestine for about two and a half thousand years and in southern Palestine for two thousand years.

Therefore, the Jews have no moral or legal justification to occupy Palestine as their ancestral land. This is a clear fact that has been acknowledged by the Zionist leaders and the founders of Israel themselves. David Ben-Gurion, the first Prime Minister of Israel, openly acknowledged this truth in a historically significant letter to Nahum Goldman, President of the World Jewish Congress:

“If I were an Arab leader I would never make terms with Israel. It is normal: we have taken their country…It is true God promised it to us, but how could that interest them? There has been anti-Semitism, the Nazis, Hitler, Auschwitz, but was that their fault? They only see one thing: we have come here and stolen their country. Why should they accept that?” American researchers Professor John Mearsheimer and Professor Stephen Walt have quoted this letter from David Ben-Gurion in their book “The Israel Lobby and US Foreign Policy”.

These facts are clear evidence of the total lawlessness and evil of the Israeli occupation of Palestine and the subsequent plans for Greater Israel. However, the Zionist rulers have the full blessing of their Western patrons, especially America that is why it would be the infinite innocence to believe that they can be stopped from advancing their evil plans through arguments, disparaging statements, and resolutions. If the Arab countries had used their immense resources to join the world’s major military powers along with economic development, the Zionist ambitions of Greater Israel would not have come to light and Palestine would have been liberated from Israeli occupation long ago.

Only those nations in the world can protect their independence which are self-sufficient in both economy and defense. This is not just a worldly matter but the Holy Quran commands the Muslims. In the 60th verse of Chapter Anfal, it is said: “And prepare as much as you can of strength and ready horses to fight with them, so that you may strike fear in your enemies and in others whom you do not know, but Allah knows.” The terrible consequences of neglecting to strengthen defense and making economic prosperity the sole goal, which were revealed almost eight hundred and fifty years ago in the form of destruction of the great empire of Baghdad by the armies of Genghis Khan’s grandson Hulagu, there is no reason why the same consequences of this attitude should not occur today. Therefore, the entire Arab and Muslim world should now use its resources to significantly increase military strength on an emergency basis instead of tall buildings and luxurious resorts.

Qatar is a small island in the Gulf, but the patience and understanding of its leaders have made it the most effective mediator in the region. Qatar’s proximity to Washington is evidenced by the fact that Al Udeid Air Base, located here, is the largest US military base in the Middle East and the headquarters of US Central Command. The base is also used by the British Royal Air Force.
However, President Trump has been particularly kind to Qatar when it comes to Gaza. When Saudi Arabia, the United Arab Emirates and Bahrain boycotted Qatar in 2017, accusing it of links to Iran and Palestinian rebels and of sponsoring Al Jazeera television, the US refrained from condemning it and reinforced the Saudi narrative. Donald Trump was still the US president at the time, and on September 9, when Israel attacked Qatari soil, President Trump was still in power, and once again, his response has been regret, explanation, and then partial support for the attack.

Despite the US’s disloyalty during the Gulf boycott, Qatar played a key role in building trust by hosting peace talks between the Taliban and the US. Doha’s efforts led to the 2020 peace deal, which helped the USA emerge from the quagmire of Afghanistan and Qatar emerge as the centre of global diplomacy.

Three years later, Qatar achieved another sensitive diplomatic feat when it secured a prisoner swap between the US and Iran. The nerve-wracking talks took place in Doha, with Qatar overseeing financial transactions and providing legal guarantees. Two successive triumphs cemented Qatar’s status as an impartial, credible and effective mediator.

For this reason, Qatar’s diplomatic services were sought to stop the bloodshed in Gaza. During this time, Qatar played a key role in prisoner exchanges, ceasefires, and humanitarian aid. Qatari officials hosted informal talks between Hamas and Israel, worked with the United States on a peace formula, and Doha once again emerged as a hope for peace.

From the beginning of the attack on Gaza in October 2023, it was clear that this time Israel’s intention was the expulsion of Palestinians from Gaza, and the United States was not only Israel’s ally and supporter but also its facilitator in this mission, so ceasefire proposals were rejected under various pretexts. As soon as he took office in January 2025, President Trump openly expressed his desire to evacuate Gaza and establish a luxurious coastal resort (Riviera) there, and in a visual clip released on his social media platform, he named it ‘Trump Gaza”. This is why Israel has continued to target the political leadership of the resistance along with the massacre of civilians in Gaza, so that the people who can negotiate and make decisions are not available. In July of this year, Hamas Politburo chief Ismail Haniyeh was targeted in Iran, after which his successor, Yahya Sinwar, was assassinated.

According to the details that have emerged about the September 9 operation, the Israeli Air Force used 15 warplanes, which dropped more than 10 bombs on a residential building in the Katara Cultural Village near Doha. During the 2,000-kilometer journey, the Israeli bombers were refueled several times by American and British tanker aircraft. Military experts believe that the Israeli planes, which took off from a base in the Negev Desert, flew over the Gulf and entered Qatari territory near Bahrain or the United Arab Emirates. It is not far-fetched to use Jordanian, Iraqi and Saudi airspace to reach Qatar, but Jordan has categorically denied that its airspace was used. Qatar has spent billions of dollars purchasing Patriot, Norwegian NASAMS-2, and British-made Rapier defense systems from the United States, but when the time came, the latest anti-aircraft and anti-missile technology proved ineffective.

The targets of the Israeli attack were the head of the negotiating delegation, Khalil al-Hayyah, co-chair of the Politburo, Zahir Jabareen, head of the Shura Council, Mohammad Darwish, senior leader Nizar Awadallah, and Khalid Meshaal, head of international affairs. The attack took place at noon and the missiles were fired at mobile phone signals. Thankfully, these people had left their mobile phones in the office and gone to the mosque to pray, so they were safe, but ten employees in the office were killed, including Khalil al-Hayyah’s young son. An officer from Qatar’s internal security force, “Lakhwaya,” was also killed in the attack.

The US’s case in this matter is neither clear nor obvious. Declaring his neutrality and friendship with Qatar, the US president said that the defense system installed at Al-Udeid base had detected the arrival of Israeli planes and notified Qatar in advance, but Qatari Foreign Ministry spokesman Majid Al-Ansari blew the whistle by saying that the US “received advance notice after the explosions.” According to CNN, Israeli officials, on condition of anonymity, had said that the US was notified before the attack, a statement made by US officials. White House spokeswoman Caroline Levitt announced the official US position, saying that this attack is not in the interest of Israel or the United States.

Qatar is a sovereign state and a close ally of the United States. President Trump expressed regret of the attack, but at the same time said that the elimination of Hamas is a worthy goal, and this incident can be an opportunity for peace. While Qatar says that it was informed when the attack had already taken place, on the other hand, the Israeli leadership says that they not merely took the US into confidence before the attack, rather Washington also provided them with assistance in the aggression. It is also clear that under the agreement with Qatar, America is the guarantor of the security of Qatari territory, but, ironically when it comes to Israel, all guarantees go null and void. These contradictions are not accidental or the first incident, but rather a reflection of the constant duality of US foreign policy.

On the other hand, Israel has shown its determination to pursue the resistance leadership everywhere. Therefore, another attack on Qatar is not far-fetched, but Israeli military sources say that the second target of such an operation could be Turkey, where some resistance fighters are allegedly present. Although Turkey is a member of NATO, Article 5 of which clearly states that an attack on one country is an attack on all member countries, it is clear to everyone that this article will remain a dead end, just like the US guarantee regarding Qatar. Media sources are expressing concern that Israel may now try to target Al Jazeera television in Qatar.

Since October 7, 2023, the occupying power with full US support, has been waging war on the Gaza Strip, resulting in the killing of 65,174 Palestinians and injuries to 166,071 others, most of them children and women, in addition to the displacement of hundreds of thousands and the deaths of 440 people due to starvation, including 147 children., and the situation is now such that Israel attacks any country it sees Hamas receiving aid or support from. In this regard, we have the examples of Lebanon, Syria, Iran, Iraq, Tunisia, and Yemen and most recent is the State of Qatar. According to reports with reference to an American think tank that Turkey could be Israel’s next target because Israel has warned the Turkish leadership to immediately expel Hamas leaders or stay 150 feet away from their hideouts.

In principle, when the US had voluntarily allowed the Qatari leadership to do this, then this kind of mockery of Qatari dignity and its national and state security should not have been made. It would have been reasonable for the Hamas leadership in Iran to target Israel, but there was no justification for such an action on the soil of the closest US ally like Qatar. This would not only undermine the confidence of other friends or allies in the Qatari leadership, but Qatar would also not be able to play the conciliatory role that the US itself considers necessary in the future.

A popular Arabic proverb says that the mediator has two-thirds of the killers! Iran attacked Qatar to take revenge on the United States. Israel, on the other hand, attacked Qatar to take revenge on Hamas! Meanwhile, the US presidency commented that the Israeli attack on Qatar served neither Israel’s nor the United States’ interests. However, US President Donald Trump argues that the attack may offer an opportunity for peace! But the consequences lie in: What if Qatar complained to the Security Council? Would the United States allow a condemnation of Israel to pass without a veto? It didn’t happen, neither was complained nor vetoed, just reciprocal game of condemnation was played with zero results. Has Israel achieved the audacity to prevent the US-proposed deal from being implemented?

Many issues are being raised at once. For nearly three years, it has become clear that Israel has been defending its security when a threat looms from Iranian proxies. However, after the October 7, 2023 attack, it adopted offensive strategies that seek, through military superiority, to achieve several goals at once: eliminating proxies, leading to an attack on Iran itself; seeking to end the Palestinian issue through a war of extermination, seizing the West Bank and Jerusalem, and ending the Palestinian Authority; undermining the security of surrounding countries, especially Syria, Lebanon, and Iraq; and finally, announcing a change in the face of the Middle East, with the ultimate goal of forming of Greater Israel.

All this madness was based not only on its own military superiority, but also on absolute American support, starting with the Biden era and reaching its peak under President Trump. However, Trump’s strategy differed from Israel’s, except for the confusion regarding Gaza. Trump has reliable allies in the region. His declared policy for peace was to make the Abraham Accords comprehensive, thus securing Israel and making American control comprehensive and unchallenged, except for being confused about Iran once again. After more than two years, the Americans realized that they were being dragged behind new Israeli policies. The war on Gaza has become endless. Israel’s incursions into Syria are not well-received by the Americans. America’s reliable allies are not safe from Israeli encroachment. Israel is not interested in the Abraham Accords and wants to dominate the region on its own, not as a safe country under American control. It does not want peace, security, and prosperity in a peaceful environment, but a state of conquest by military force alone.

Even for America, the attack on Qatar is not a passing phenomenon. It is a new phase in changing the face of the Middle East and achieving Greater Israel. Israel has entered the peninsula, America’s impregnable fortress since World War II, by military force. Let us remember that America launched a global war to liberate Kuwait and did not forgive Saddam Hussein’s transgressions until it removed him in 2003. Dealing with the peninsula is much more difficult than dealing with the fractured and disintegrated Middle East. Let us remember that Osama bin Laden emerged from the peninsula, albeit via Afghanistan. But even in the Middle East, what can be done with the seven or eight million Palestinians who cannot be exterminated or their political significance eliminated? Since the start of the Gaza War on October 7, 2023, not even Hamas has been eliminated, despite the mass massacre.

Europe has changed its stance toward Israel and the Palestinian cause. Trump seemed angry or disappointed by the strike on Qatar, and began apologizing to its ruler and promising to ensure it would not happen again. Trump can no longer accept and remain silent about the aggression against friends and allies, in exchange for Netanyahu’s concession by informing him of the strikes here and there. This time, the raid did not extend beyond the Middle East to Al Jazeera only; it came amid a new attempt by Trump to cease fire in Gaza, Syria, Lebanon, and perhaps again against Iran!

The Arab states relied on Trump’s peace initiatives. However, as Israeli aggression intensified, they, led by Saudi Arabia, revived the two-state solution with France and other major European Union countries. When Israel threatened to annex 82 percent of the West Bank, the UAE declared that this was impossible to accept and would have dire consequences. The attack on Qatar was not only to be condemned, but also threatened to revisit the normalization, because of the danger faced by the Gulf States and other Arab countries. The White House says that President Trump views Qatar as a strong ally and friend and is deeply saddened by the attack. Note that the statement says “in it,” not “on it”! What if Witkoff had been in Qatar to negotiate with the Hamas leadership on Trump’s new comprehensive ceasefire initiative?!

Amongst all these mess, the fact of the matter is, how Israeli aggression be stopped, what measured be taken to get rid Zionist demon. It is ok, the leaders of Islamic and Arab countries have expressed solidarity with the State of Qatar on the attack, they have also condemned Israel’s aggressive attitude, and the heads of these Muslim countries have also said that Israel’s aggression must be stopped. But the question arises, how will this aggression be stopped? Who will stop it? What will be the role of the Arab leaders, who emphasize the importance of stopping the aggression, in this process of stopping it? Will they like to make any progress in this regard? Or has their responsibility ended after making this statement that “the aggression must be stopped.” The answers to all these important and fundamental questions are nowhere to be found in the statements of any of the Arab leaders. They did not even like to give any indication to the people as to whether there is any obstacle in stopping this Israeli aggression other than the indifference and helplessness of their own?

In this regard, holding the Arab and Islamic Summit in Doha on September 15, should have been a significant step to stop the Gaza war, however, it remained merely a platform with delivering speeches and repeating statements of condemnation and denunciation of the attack on Qatar and so called Arab Decision-Making body. The summit hosted by Doha this time was different in every respect.

This time, the countries gathered not to exchange pleasantries, but to form a genuine roadmap that will restore the voice of the Arab States and their prestige, and establish a new phase of joint Arab and Islamic narrative based on action rather than reaction, with clear decisions and practical steps aimed at protecting Arab and Islamic national security and defending the Palestinian cause in the face of unprecedented challenges.

The attack, however failed, but it sparked widespread Arab and Islamic anger, transforming the summit into a historic turning point that some are looking to transform from a mere platform for statements into an operations room for solid Arab decision-making. It was a pivotal moment that has redrawn the map of Arab and Islamic solidarity. The 15th Islamic Summit in Qatar was unlike previous summits, which typically limited themselves to statements of condemnation and denunciation. This time, the context was different, and the event was exceptional by all standards.

This attack marked a major turning point in regional positions, fostering unprecedented unity among 57 Arab and Islamic countries, which declared their solidarity with Qatar and affirmed that any attack on a member state of the Organization of Islamic Cooperation is an attack on the entire Arab or Islamic countries. This moment has restored hope for reviving Arab and Islamic unity after years of division, and has proven that collective Arab-Islamic security is still possible if there isa political will.

Over the past few years, Arab discourse has been preoccupied with the wave of normalization with Israel, and it has witnessed an unprecedented openness from some Gulf States toward Tel Aviv. However, the Israeli raid on Qatar has turned the tables on Israel itself, exposing the fragility of its regional project, upon which many of its bets were based. It has also placed its new allies under mounting popular pressure to halt the normalization process and reconsider their political calculations.

It was noteworthy that the UN Security Council condemned the attack, and that Washington, including President Trump, declared its support for Doha and its rejection of any steps that would undermine the negotiation process. This indicates that Israel is even losing its traditional cover from some major powers.

Nevertheless, the Doha Summit was more than just a protocol meeting; it was more like a political referendum on Qatar’s regional role and the centrality of the Palestinian cause. The high-profile attendance and clear positions issued by Arab and Muslim leaders sent a message that the Islamic world is capable of unifying its voice when it comes to issues affecting collective security and national dignity, despite all previous disagreements.

The summit ended with the foaming speeches of Arab sheikhs, the fiery speeches of Muslim rulers, the tongue-twister, unfinished regret of wiping Israel off the surface of the earth, and a dead declaration.

The 25-point joint declaration of the summit contains nothing but condemnation and demands. This meeting has neither proven to be an expression of the feelings and emotions of the Muslim Ummah nor a remedy for the suffering of the innocent and oppressed Palestinians. It is interesting that the 25-point joint declaration nowhere openly condemned the Israeli aggression and killings on Gaza, nor did it express solidarity with Hamas and other Gazan resistance fighters. It only said in a very vague manner: “We strongly condemn the Israeli policies that have presented an unbelievable spectacle of human destruction against the Palestinian people”. Alas!

The declaration supported the New York Declaration under which the formula of a two-state solution was presented, and the declaration also praised the mediation efforts of the United States. This was the condition of the summit, before which it was hoped that Muslim rulers around the world would now bite Israel’s teeth. Observers also thought that after the Israeli attack on Qatar, they would give a decisive response against Israel, but the result! The same three legs of the coffin. The fact is that expecting honor and protection from these rulers suffering from the fear of their disease is nothing but vanity, their situation is an expression of this inspired truth: “Look at them, their dead bodies will seem very magnificent to you.”

The meeting did not announce any practical, concrete, serious and possible measures to stop the ongoing Israeli brutality in Gaza, Israel’s expansionist move and Israeli aggression in Syria, Yemen, Iran, Lebanon and Qatar. Until today, the naked dance of Israeli brutality is going on at the crossroads of the city of civilization and Muslim rulers are watching it like open-mouthed hawks. Hamas is the last wall of resistance that if it collapses to the ground, Israel will roar like a wild buffalo and trample the freedom and sovereignty of the Arab states. This reality should be realized as soon as possible and concrete measures should be taken to stop this brazen terrorism. Empty verbal claims, condemnations, resolutions and demands can never be used to block the aggressor. The aggressor only knows respect for iron claws. On the one hand, humanity is groaning and people of conscience all over the world are raising their voices in protest against Israeli brutality, but on the other hand, it is a testament to the audacity of the United States that it has once again vetoed the resolution proposed in the United Nations Security Council for a ceasefire in Gaza. This is not the first time that the United States has thwarted an attempt to stop the war, rather this is the sixth resolution on a ceasefire in Gaza presented in the Security Council that the United States has unilaterally vetoed. This veto was carried out in a situation where fourteen out of fifteen members of the United Nations Security Council voted in favor of the resolution and the only decisive veto vote against the resolution was that of the United States. The resolution, which was declared ineffective and rejected due to the American veto, called for an immediate, unconditional and permanent ceasefire in Gaza and asked Israel to lift all restrictions on the delivery of aid to the Palestinian territory. This resolution was submitted by 10 of the 15 non-permanent members of the Security Council. Many countries have expressed disappointment over this move of the USA.
