Registration of All Waqf Properties on “Umeed Portal” Made Mandatory Under the Waqf Amendment Act 2025

Mumbai_____ Under the Waqf Amendment Act 2025, it has been made mandatory to register all Waqf properties on the “Umeed Portal.” The final date for completing this registration is December 5, 2025, after which mutawallis (custodians) may face difficulties in completing the process.

In light of this pressing requirement, a training program on the procedure of Waqf registration and document uploading on the Umeed Portal was organized at the Markazul Ma’arif Education and Research Centre (MMERC), Mumbai, under the aegis of the All India Muslim Personal Law Board (AIMPLB).

The event began with a brief yet comprehensive introduction to Markazul Ma’arif by Mufti Jaseemuddin Qasmi, Senior Lecturer at MMERC. This was followed by a soulful recitation of the Glorious Qur’an by Maulana Shafiullah Qasmi and an inspiring Naat in praise of Prophet Muhammad ﷺ by Maulana Umar Farooq Mandal, which infused the gathering with a spiritual atmosphere. Later, Maulana Ateequr Rahman Qasmi, Incharge of MMERC, warmly welcomed the guests and delivered the inaugural address.

The chief resource person and the driving force behind the program, Maulana Mahmood Ahmad Khan Daryabadi, Convener of Tahaffuz-e-Auqaf Maharashtra and a senior member of AIMPLB, highlighted the urgency of the registration process. He informed that the Board is currently pursuing three major objectives:
>Complete repeal of the new Waqf Amendment Act,
>Opposition to the mandatory uploading of Waqf documents on the Umeed Portal, and
>Request for an extension of the registration deadline beyond December 5.

He further clarified that only those Waqf institutions registered before April 8 can upload documents on the portal. For this purpose, registration centers are being set up in various regions, and their list will soon be made public on social media. Among these centers, Jamaat-e-Islami office and Markazul Ma’arif, Jogeshwari (Mumbai) are also actively involved.

The core session of the training focused on the technical process of uploading Waqf documents on the Umeed Portal, conducted by Mr. Abdul Rauf Shaikh, former CEO of the Maharashtra Waqf Board. He explained that registration of every Waqf property is compulsory in the office of the Waqf Board. No new Waqf can be established without a formal Waqf Deed, and the registration application must be submitted through the Umeed Portal.

Mr. Shaikh elaborated that if a Waqf was established before the enforcement of the Act, it must be registered within three months of enforcement. Similarly, new Waqfs created after the Act’s enforcement must be registered within three months of their creation۔

He also detailed the penal provisions: any mutawalli who fails to apply for registration may be fined not less than ₹20,000 and up to ₹50,000. Furthermore, failure to upload details under Section 3B may lead to imprisonment up to six months and a fine ranging from ₹20,000 to ₹1,00,000.
Explaining the document verification process, he outlined the three-stage review system of the Umeed Portal:
The “Maker” (Mutawalli or authorized person) uploads the data.
The “Checker” (District Waqf Officer or authorized official) verifies it.
The “Approver” (CEO or Waqf Board) grants final approval.
This multi-tiered system ensures data authenticity and prevents unauthorized entries. Final declarations must be approved jointly by the Mutawalli and the CEO.

In the concluding session, Maulana Mohammad Burhanuddin Qasmi, Director of MMERC, delivered impactful words of gratitude and guidance, emphasizing that failure to upload data within the stipulated period may lead to serious administrative complications. The program concluded with a heartfelt supplication by Maulana Ateequr Rahman Qasmi.
The event’s success was attributed to the dedicated efforts of MMERC’s faculty and students, whose sincerity and teamwork ensured that the training session remained well-organized, dignified, and fruitful.
